The project is, in part, a response to the disappointing aftermath of the cookie law. There, a drive to protect consumers by making them more aware of how they were being tracked online just led to the implementation of cookie banners. Without attention from designers, the rights the GDPR gives people will just be buried in Terms and Conditions people don't read.
